Studies - guidance

 

Introduction

From July 2013, the NZTA will be transitioning to the Business Case Approach for all transport planning investment. It is expected that all transport planning activities from the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied will use the business case approach. Studies should investigate and identify future transport needs. Studies should inform or respond to the Regional Land Transport Strategy, but inter-regional studies are also encouraged. They should be undertaken in response to change, either in circumstances (e.g. change in growth, or land use forecasts), and/or strategic context The Strategic Context represents the alignment of the proposed investment with the business problem owner’s priorities, regional and national priorities, other programmes and strategies and other organisations’ priorities (if relevant).

It includes:
the assumptions or view of the future, including transport and population growth, economic and industry change statistics, etc. 


* underlying/umbrella strategic documents, such as the Government Policy Statement on Land Transport or regional strategies, to position the outcomes sought within the strategic assessment against wider national and regional outcomes.  A problem with perceived significance may be identified in the strategic assessment but, when placed within a wider strategic context, it is acknowledged that it is not of high significance and does not present value for money Selecting the right things to do, implementing them in the right way, at the right time and for the right price. for investment at this time.

* the proposing organisation’s objectives.
. The outputs Goods or services delivered by an activity or combination of activities. from studies should feed into strategies and plans.

 

Studies should also focus on areas where the effective functioning of the transport system is of a high priority.  Funding for studies will be prioritised against the NZTA’s Assessment Framework.

 

Requirements for studies

Studies should meet the following requirements:

  • include a detailed Terms of Reference, which complies with this template 
  • confirm that an issue or opportunity exists
  • provide a high level analysis of alternatives A strategic option that may encompass a mix of modes and/or high level routes and/or land use options. Alternatives would be considered during strategy development, with the preferred alternative being selected and taken through into package and project development. and options to address the issues or opportunity
  • provide information that will directly inform or respond to strategies and plans, and
  • respond to and consider (where relevant) Roads of National Significance and their associated network plans.

 

Expected outputs Goods or services delivered by an activity or combination of activities. from studies

Studies should include the following outputs Goods or services delivered by an activity or combination of activities. :

  • a comprehensive analysis of future transport needs 
  • consideration of the strategic, integrated and multi-modal issues and opportunities
  • identification of the scale, complexity and parameters of the issue or opportunity
  • a high level analysis of alternatives A strategic option that may encompass a mix of modes and/or high level routes and/or land use options. Alternatives would be considered during strategy development, with the preferred alternative being selected and taken through into package and project development. and options, and
  • where appropriate, indicative timing and funding requirements.

 

Examples of qualifying activities

Studies may be network-wide, involve more than one Approved Organisation or be undertaken by a single Approved Organisation. Examples include:

  • area-wide transportation studies identifying transport options under different growth scenarios
  • regional and inter-regional freight studies
  • state highway corridor studies
  • safety improvement studies.

 

Exclusions

Studies that focus on:

  • Regional Public Transport Plans Plans describe the tactics to give effect to a strategy. They are specific in content, action oriented and outputs focussed, resulting in a tangible set of activities to be delivered within a clear timeframe. , which should be funded from Work category 003: Activity Management Planning
  • Regional land transport planning management, which should be funded from Work category 001: Regional Land Transport Planning Management
  • Tactical management plans, which should be funded from Work Category 003.
  • detailed option selection or any component that is a part of an investigation or business case phase for improvement activities, and
  • single mode studies.
