TPAC: Work category 001: Regional land transport planning management - guidance

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for management of regional authority statutory land transport planning activities related to the development and management of Regional Land Transport Plans Plans describe the tactics to give effect to a strategy. They are specific in content, action oriented and outputs focussed, resulting in a tangible set of activities to be delivered within a clear timeframe. (RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. ).

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for work category 001.

 

Qualifying activities

The actual costs, including overheads, associated with the development and management of RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. (including consultation, approval, variation, management and reporting).

Examples of qualifying activities include, but may not be limited to:

  • development of a Regional strategic case Is the proposal aligned with the organisation’s strategic context and plans?  The strategic case determines whether or not an investment is needed. It demonstrates the case for change and the strategic assessment of evidence, i.e. how the proposal will further the aims and objectives of the organisation.  highlighting the key problems within the region and the priorities for investment that meets the requirements of s.16(2) of the Land Transport Management Act (LTMA The Land Transport Management Act 2003, as amended from time to time. )
  • aggregation, quality assurance and consultation of the programmes of activities submitted by Approved Organisations and the NZ Transport Agency (state highways)
  • prioritisation of significant activities proposed for inclusion in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. as required under s.16(3) of the LTMA The Land Transport Management Act 2003, as amended from time to time.
  • assessment of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. as required under s.16(6) of the LTMA The Land Transport Management Act 2003, as amended from time to time.
  • aggregation, analysis and reporting at a regional level of activity monitoring and other external data sources to monitor the implementation of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .

 

Exclusions

Exclusions include:

  • Regional Transport Committee expenses associated with committee membership and meetings (each party to bear its own costs)
  • development of programme business cases, including associated gathering and analysis of data and information and modelling, which are funded under Work category 004: Programme business case development
  • tactical management plans, which are funded under Work Category 003: Activity Management Planning
  • preparation and management of Regional Public Transport Plans which are funded under Work Category 003, and
  • data collection or creation (surveys, traffic counts, performance data collection etc), which are funded under other work categories/activity classes. Monitoring of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. implementation should only include the aggregation and interpretation of standard activity, local, regional and national data sources.

 

Funding assistance rate

The usual funding assistance rate for this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 13 – state highways improvements

Funding approval Approval given by the NZTA under section 20 of the LTMA. to the level agreed with the NZTA will occur when the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied is approved. The development status should be, 'Ready for funding approval'.

 

Terms

The terms used in relation to the content above on RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. are defined below.


Preparation (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. )

The gathering and assembly of the inputs from Approved Organisations and the NZTA(state highways), information technology support, production of reports and recommendations for RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. consideration and submission to the NZTA.

 


Management (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. )

The variations required for, and monitoring of, implementation of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .

 


Consultation

Drafting and publishing of proposals, advertising, managing the consultation process, hearing and analysis of submissions, and the production of reports and recommendations for decision makers.

 


Approval

Production of final documents with recommendations, obtaining approval, promulgating decisions and making these available to the public.

 Analysis of requests, preparation of submissions and recommendations, actioning decisions and advising outcomes.
