2009-15 Funding Assistance Policy and Rates

 

Introduction

This section provides an overview of the funding assistance policy and funding assistance rates (FARs) that applied prior to the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

 

Overview of Funding Policy

Prior to the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied all territorial authorities were assigned a base FAR The usual contribution in percentage terms, that the NZTA augments funding of an approved organisation, for the delivery of an activity or combination of activities. which took into account:

  • the size of the organisation’s allocation for road maintenance
  • the financial resources available to the territorial authority

A standard method of calculating  the Base FAR The usual contribution in percentage terms, that the NZTA augments funding of an approved organisation, for the delivery of an activity or combination of activities. (for the maintenance, operation and renewal activities) and Construction FAR (for improvement activities) was used.  Following the FAR Review, the funding policy was changed and is defined here).

 

In addition to the Base and Construction FARs, specific FARs which applied to particular activities or in certain circumstances were used (see Tables 3 and 4 below).
