Work category 517: Total mobility operations

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for contracted discount taxi fare schemes for the disabled, including administration The components of activities that are reasonably provided in administering the delivery of land transport-related activities. , maintenance and operation of facilities and equipment associated with the Total Mobility scheme The scheme to assist eligible people with impairments to access appropriate transport to enhance their community participation. Assistance is provided in the form of subsidised door-to-door transport services. .

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for work category 517.

 

Examples of qualifying activities

Qualifying activities include, but may not be limited to:

  • registration and management of total mobility agencies, services, users and allocation of discounts to eligible users
  • establishment and management of data based systems used to assist the operation of the total mobility scheme
  • management and assessment of users in each region
  • the operation of dial-a-ride schemes where:
    • the users of a service are people whose disabilities are such that they would qualify for assistance under the Total Mobility scheme The scheme to assist eligible people with impairments to access appropriate transport to enhance their community participation. Assistance is provided in the form of subsidised door-to-door transport services.
    • the service has been put out for tender under the NZTA’s Procurement The purchase of works, goods or services. Manual  

Other potential activities that are not in the above list should be discussed with the NZTA for eligibility.

Funding assistance rate

The usual funding assistance rate is:

  • 60% for Approved Organisations signed up to and implementing Stage 2
  • 50% for Approved Organisations signed up to and implementing Stage 1
  • 40% for Approved Organisations not signed up to either Stage 1 or 2 of the scheme
