Work category 531: Public transport facilities major renewals and improvements

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for the capital cost of new or improved public transport facilities and infrastructure, and of like for like replacement/renewal of public transport facilities and infrastructure of more than $5 million total cost per activity.

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for work category 531.

 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • rail stations, interchanges or terminals, shelters and ferry berthing facilities
  • like for like replacement of public transport facilities and infrastructure with a total cost of more than $5 million per activity
  • electronic ticketing and real-time system infrastructure
  • signalling upgrades for the efficient operation of bus or ferry services
  • park and ride infrastructure including cycle storage facilities
  • pedestrian and cycle access to public transport services
  • loan repayments and servicing costs where agreed by the NZTA
  • minor improvements of up to $250,000 per activity - refer to Public transport improvements for guidance.

 

Other potential activities that are not in the above list should be discussed with the NZTA for eligibility.

 

Exclusions

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
excludes:

  • road facilities for use by public transport.  These are funded under the appropriate work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
    within road controlling authority programmes
  • the operation and maintenance of technology based systems.  These are provided for under Work category 524: Public transport information supply, operations and maintenance
  • rail facilities related to tracks, traction equipment or signals required for the operation of passenger rail services
  • rolling stock and locomotives
  • facilities not owned by an Approved Organisation, unless there is an executed agreement on use and charges for use.

Minor Improvements

improvements with a total cost for approval of $250,000 or less (this limit will be increased to $300,00 for the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied ) should be included in the Approved Organisation's PT The carriage of passengers for hire or reward by means of vehicles as defined in section 5 of the Land Transport Management Act 2003.

Minor Improvements programme, which is subject to the same funding conditions as the roading minor improvements programme, Work Category 341.

Minor Improvements programme is supported by a list of projects, which will be updated regularly. An NZTA template is available and for the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied must be used. 

 

Funding assistance rate

The usual funding assistance rate is:

  • 50% of the Approved Organisation’s expenditure on this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
  • approved commitments in the 2009-12 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied that extend beyond 30 June 2012 continue at the previously approved rate of 60%.

 

End of year carryover

Transport Investment Online (TIO The NZTA's web-based funding allocation system. ) will automatically carryover the unspent allocation every year (excluding minor improvements).  Therefore it is vital that Approved Organisations and the NZTA (State Highways) declare the unused allocation for completed projects by making a cost-scope adjustment via the Reviews module in TIO The NZTA's web-based funding allocation system. .

NB A future upgrade to TIO The NZTA's web-based funding allocation system. will allow the project to be marked as completed.
