RTC prioritises activities as required - overview

 

Introduction

The Regional Transport Committee (RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. ) is required to show the priority order in the Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ) of all activities that it proposes for inclusion, other than those activities that must be included without prioritisation. Prioritisation methodology

While an RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. may employ its own methodology for assessing the priority of relevant activities in its RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. , the NZTA encourages all RTCs to use the NZTA’s prioritisation procedure set out in its Assessment Framework.

 

The NZTA’s requirement is that Approved Organisations and the NZTA (state highways) assess their activities or combination of activities using the NZTA’s Assessment Framework. This assessment will be considered when the NZTA (planning & investment) undertakes its own assessment of activities in RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. for inclusion and prioritisation in the National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. Based on experience from development of the 2009-12 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied , the use of a common methodology will assist this substantially.
