Prioritisation of activities

 

Introduction
This page relates to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied only.

The strategic fit, effectiveness and efficiency assessment criteria are brought together to form an assessment profile The three-part rating for an activity, rated as high, medium or low e.g. HMM, and representing the assessment for Strategic Fit, Effectiveness, and Benefit and Cost Appraisal respectively. .

 

The NZTA, in its development of the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied and in its investment decisions, will review the assessments made and prioritise activities and combinations of activities within each activity class using their assessment profiles. Additional factors identified may be taken into consideration.

 

Priority order of profiles

The following table shows the priority order of assessment profiles for activities that are considered for investment from 1 July 2012.

 

The prioritisation process weights the assessment factors in order of strategic fit, then effectiveness and then economic efficiency.

Allocation The level of funding set aside for individual activities, combinations of activities, or activity classes upon which funding approval is pending. of funds

Funds are allocated to the highest priority activities first.

 

Remaining regionally distributed (R) funds are allocated to the highest priority improvement projects in each region until the funds are fully allocated or the term for their allocation expires (31 March, 2015).

 

Crown (C) funds are allocated to the highest priority activities pertinent to the purpose for which they were appropriated.

 

Remaining activities are allocated nationally distributed (N) funds in each activity class until the total allocation of funds to that activity class is fully provided.  The NZTA will make allocations to each activity class within the range defined by the Government Policy Statement on Land Transport Funding.

 

The threshold priority order for investment in each activity class (and region) depends on the funds available in each activity class and the priority of the candidate activities.  The threshold in each activity class defines the lowest priority of activity likely to be funded. 

 

Funding priority

The NZTA catagorises improvement activities under the following funding priorities, based on their priority order.

Approved Projects approved within the current NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied
Probable Based on the evidence provided in developing NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied the activity projects are likely to receive funding approval given their high priority order in relation to its funding source. For investment decisions involving nationally distributed (N) funds, the threshold for probable funding priority is priority order 3. The threshold for regionally distributed (R) funds may be at a lower priority order, i.e. between 4 and 11, depending on funding availability.
Reserve Projects that are at the funding threshold and have the potential to be approved provided funding is available and their relative funding priority is sufficiantly high. For investment decisions involving nationally distributed (N) funds, the reserve funding priority is priority order 4. The threshold for regionally distributed (R) funds may be at a lower priority order, i.e. between 5 and 11, depending on funding availability.

Managing by funding priority

The NZTA will manage investmnet approvals by funding priority, hence its initial focus will be on probable priority projects. During the course of the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied , reserve projects may be considered depending on funding availablity and the readiness for investment of probable projects.
