Develop activities to readiness for approval

 

Introduction

Approved Organisations (AOs), the Transport Agency and other investment partners need to develop their activities so that they are ready for Transport Agency funding approval. This section provides guidance on requirements for readiness for approval.

 

Included in the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied

Activities are only approved for funding assistance by the Transport Agency when they are included in the current National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. If these are not listed in the current NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied , AOs, the Transport Agency and other investment partners must first apply to have their proposed activities added to the NLTP. Transport Agency’s planning and investment principles

The Transport Agency’s planning and investment principles underpin all of its funding assistance decisions.  In developing their activities to readiness for funding approval, AOs, the Transport Agency and other investment partners should apply these principles.

Applicants need to refer to the relevant sections in this Knowledge Base on activity classes and work categories to ensure that the activity is eligible for funding assistance – refer to the Activity Classes and the Assessment Framework for the 2015-18 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

 

Transport Agency’s investment decision framework – supporting information

The amount of information that must be entered into Transport Investment Online (TIO The NZTA's web-based funding allocation system. ) fields has been reduced to a minimum in response to feedback from investment partners over concerns of duplicating information already available in their business case documents.

 

Generally the information in TIO The NZTA's web-based funding allocation system. fields covers bare legislative and consultation requirements. The part that supporting information plays in Transport Agency decision making takes on a greater importance, as this provides much of the justification for approving funding assistance.  It is vital that this information is of a high standard and is kept up to date.

 

The "Expectations for exercising delegations" section of the delegations summary provides guidance to its investment partners and to Transport Agency decision makers.

 

Discuss activity development with Transport Agency

AOs, the Transport Agency and other investment partners should discuss their forward plans for proposed funding approvals with regional or national office Transport Agency(planning & investment) representatives as required.

 

The Transport Agency(planning & investment) expects that Approved Organisations and the Transport Agency(State Highways) discuss their forward plans with their regional Transport Agency(planning and investment) representatives.

 

Applications for large, complex activities need to be discussed well in advance, given their development time requirements and the impact of their cashflow requirements on NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied management.

 

Nationally delivered and road policing funding approval proposals need to be discussed with their Transport Agency(planning & investment) national office representatives in the National Manager Investment’s team.
