Work category 123: Operational traffic management

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for the operation, maintenance and power costs of traffic signals and other traffic management Activities/devices that facilitate management of the road network equipment and facilities.

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for work category 123.

 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • operation, maintenance and power costs of:
    • traffic signals
    • Advanced Traffic Management Systems (ATMS)
    • Variable Message Signs (VMS)
    • area-wide traffic control A linked system of traffic signals that allows regulation of traffic flow. systems, including update of software
    • Local Area Traffic Management Schemes (LATMS), including speed control devices and threshold treatments
    • ramp metering
    • surveillance devices
    • traffic monitoring equipment, such as closed-circuit television systems
    • Joint Transport Operations Centres (JTOC) labour costs
    • emergency telephones on motorways
    • weighing facilities owned by an Approved Organisation or the NZTA (state highways) and/or operated as a weight surveillance facility
  • incident response and management.

     

    Other potential activities that are not in the above list should be discussed with the NZTA for eligibility.

 

Exclusions

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
excludes:

  • Staff time for the operation of closed-circuit television systems (unless with a JTOC) – this is not eligible for funding assistance.
  • The reinstatement of facilities maintained under this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
    that is caused by renewal or construction/implementation activity – this shall be charged to the renewal or construction/implementation project.
