Unlisted Activities and Programme Variations Overview

Introduction

This section provides guidance to Approved Organisations and the NZTA (State Highways) on applying to vary their programmes.

Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. variations may include:

  Early declaration of excess funds will not preclude the later consideration of a request for reinstatement of funds. Such requests will be given first priority for available funds. ,
• a request for supplementary allocations,
• a request for end of year carryover of allocations.

Adding new activities

Before adding new activities to the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied ,  Approved Organisations and the NZTA (state highways) should consult with the appropriate NZTA (planning & investment) representative to confirm:

• which work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:
  
  * activity class 12 – local road improvements
  * activity class 13 – state highways improvements and Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. Variations process should be used;
• what is the likely priority of the activity;
• what information is required to ensure a successful application;
• who has the delegated authority to approve the addition to the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

Amending existing activities

To change an existing activity, organisations should request a change to the activity using the Review Module of Transport Investment Online (TIO The NZTA's web-based funding allocation system. ).  This ensures that the correct information is captured AND decisions are made in a timely manner.

Declaring surplus budget Excess funds which must be declared as soon as they are identified.

Applicants should take note of the timescales for notifying the NZTA representative and for requesting funding assistance.

Minor Improvements

The responsibility for management of the Minor Improvements programme is delegated to the Approved Organisation or the NZTA (state highways).

Provided sufficient provision remains in the current allocation, the Approved Organisation or the NZTA (state highways) has the authority to add new minor improvement activities to the programme.

The NZTA expects that Approved Organisations and the NZTA (State Highways) develop a list of minor improvements as supporting information for its proposed programme for input to the Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ). The list is expected to be maintained and reviewed by the Approved Organisation or NZTA (state highways) during the course of the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

Approved Organisations and the NZTA (state highways) are expected to apply a simplified assessment and prioritisation process to proposed activities, to provide a view of their priority and value for money Selecting the right things to do, implementing them in the right way, at the right time and for the right price.

• to vary NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied allocations, e.g. declare surplus or request a cash-flow adjustment
• for emergency works
• for changes to Approved Organisations’ (other than Auckland Council’s or Auckland Transport’s):
  • public transport existing services programmes
  • local road maintenance, operations and renewals programmes
  • preventive maintenance activities
  • local road minor capital works
• for variations to timing, cash-flow or total cost (i.e. cost scope adjustment), for:
  • improvement projects
  • community programmes
• for delegated transfers of funds between activities within groups
• for supplementary allocations
• for end of year carryover of allocations, and
• to vary road policing and NZTA national programmes.

For all situations not listed above, prior RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. variation is required.
