Confirm assessment profiles

Introduction

Following the submission of regional plans, the NZTA (State Highways) Regional Transport Planning Managers lead workshops with key staff to agree the assessment profiles of each project under the NZTA’s Assessment Framework.

 

This ensures that each project has the correct assessment profile The three-part rating for an activity, rated as high, medium or low e.g. HMM, and representing the assessment for Strategic Fit, Effectiveness, and Benefit and Cost Appraisal respectively. and that all projects have been profiled consistently.

 

The process takes into consideration the NZTA’s:

  • Assessment Framework
  • State Highway National Strategy
  • State Highway Asset Management Plan Refer to Activity Management Plan. National Asset Management Steering (NAMS) Group defines asset management plans as

    * A plan developed for the management of one or more infrastructure assets that combines multi-disciplinary management techniques (including technical and financial) over the lifecycle of the asset in the most cost effective manner to provide a specific level of service.
    * The NZTA considers assets exist to support service delivery, and so refers in all instances to Activity management planning which encompasses the outcome focus of a transportation network, not just the asset.
  • Planning and Investment early investment signals
  • Planning and Investment knowledge Base principles and guidance
  • Safer Journeys The government's strategy to guide improvements in road safety over the period 2010–2020. http://www.transport.govt.nz/saferjourneys/Pages/default.aspx strategy, and
  • supporting data from traffic models, traffic counts, Crash Analysis System and Kiwi-rap data etc.
