Develop regional list of activities

Introduction

Each NZTA (State Highways) sub-region must determine which activities it submits into its regional list of activities. This should be based on the earlier identification of issues, challenges and opportunities.

 

Issues, challenges and opportunities

The issues, challenges and opportunities are identified from a number of sources, including:

  • urban network plans
  • rural corridor plans
  • strategic studies
  • high productivity motor vehicle (HPMV A truck that carries a divisible load that exceeds a mass of 44,000kg and/or the maximum length dimensions allowed for standard vehicles (As set out in the Land Transport Rule: Vehicle Dimensions and Mass 2002). HPMVs operate under HPMV permits issued by a Road Controlling Authority (RCA The Minister, Department of State, Crown entity, state enterprise or territorial authority that controls the road. ) for access to specific roads that have been determined to be suitable to accommodate the additional mass and/or length. ) route investigations
  • community consultations including discussions with Regional Transport Committee’s (RTCs)
  • Regional Advisory Groups
  • Territorial Authorities
  • road user groups
  • technical and customer focus working groups
  • road safety promotion teams
  • safe system demonstration projects
  • other business units of the NZTA, and
  • as identified by the network management consultant.

 

Activities must have a high priority to proceed when considered against the NZTA’s Assessment Framework, taking into account the availability of R funds Funds from a 5 cent per litre increase in fuel excise duty and an equivalent increase in road user charges for light vehicles, to be distributed regionally on the basis of population (with Auckland receiving 35 percent of the total collected) for 10 years from April 2005. R funds are to be allocated to the highest priority projects in a region ahead of N (nationally distributed) funds. in the region.
