The activity owners are required to assess their activities or combinations of activities, using the Transport Agency’s Assessment Framework to provide evidence that the activity represents value for money Selecting the right things to do, implementing them in the right way, at the right time and for the right price. .

An improvement activity may be proposed for inclusion in an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. without a measure of its economic efficiency (benefit cost ratio) or evidence to support its benefit cost ratio. In this case, the rating for economic efficiency will default to low, as set out in the Transport Agency's Assessment Framework.
