Reviewing completeness and eligibility of proposed activities for input to an RLTP – checklist

Introduction

This section provides a checklist for reviewing the completeness and eligibility of proposed activities in Approved Organisations’ and the Transport Agency’s (state highways) draft transport programmes prior to their input into a Regional Land Transport Plan (RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. ).

Activities and combinations of activities need to meet requirements under the Land Transport Management Act (LTMA The Land Transport Management Act 2003, as amended from time to time. ) to enable them to be included in the RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. and the National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. This checklist is a tool for Regional Transport Committees (RTCs), supported by the Transport Agency(planning & investment), to use as part of their roles in reviewing inputs to the relevant RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. and the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

The following checklist is to be applied to information provided by Approved Organisations and the Transport Agency(state highways) to support their proposals for activities included in an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. and in the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .

The information should be entered in the relevant mandatory fields in Transport Investment Online.

General

Transport Investment Online fields labelled "This field is required for funding approval" – all need to be completed in addition to the fields referred to above for the activity to be considered for funding approval.

If funding approval fields are not completed, the activity cannot be considered ‘Ready for funding approval’. (link – Funding approval Approval given by the NZTA under section 20 of the LTMA. checklist - in development)

This checklist is focused only on section 16 requirements of the LTMA The Land Transport Management Act 2003, as amended from time to time. as the decision at this point in the process is whether to include the activity in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. .

Name

Each activity or combination of activities requires a name that indicates its type/scope and should be as unique as possible.

Names of improvement activities should not indicate a specific solution, e.g. use:

• ‘Green Road intersection improvements’

Not:

• ‘Green Road roundabout An intersection of two or more carriageways at a common level where all traffic travels around a central island, which induces weaving movements in lieu of direct crossings. ’

The name can be a critical element in consultation and, if inaccurate or misleading, may result in the activity being challenged if included in the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied or the Transport Agency approves its funding later on.

The name is required as part of the ‘any other relevant information’ under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

Description

Improvement activities (or combinations) require a description that provides a succinct and accurate idea of their scope. The descriptions should not be more than 2 sentences and should state the high level scope of the projects, without going into detail. The examples below provide an idea of the succinctness required.

This should describe the project not the phase and may become more specific as the project develops, e.g. it may start as:

• ‘Improvement of the Green Road intersection with Brown Avenue’

And, at construction phase, may end as:

• ‘Building a two lane roundabout An intersection of two or more carriageways at a common level where all traffic travels around a central island, which induces weaving movements in lieu of direct crossings. at the intersection of Green Road and Brown Avenue’.

The project description is a critical element in consultation and, if inaccurate or misleading, may result in the activity being challenged if included in the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied or the Transport Agency approves its funding later on.

A description does not apply to maintenance and public transport services programmes.

The description is required as part of the ‘any other relevant information’ under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

Specific objectives

The inclusion of specific objectives is mandatory under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

The underlying objective(s) of every activity or combination of activities must be stated clearly and demonstrate what the activity is intended to achieve and what issues are being addressed.

It should state the purpose of the activity, e.g. the objective of a bridge could be:

• ‘To improve Eastside suburb connection with the main township, reducing travel time delays and improving access and mobility’.

Not:

• ‘To build a 2 lane bridge across the river’.

Location

For improvement activities, a brief description of the location is required. The inclusion of GIS coordinates is not mandatory but is viewed as useful to the Transport Agency.

The project location is a critical element in consultation and, if inaccurate or misleading, may lead to the activity being challenged if included in the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied or the Transport Agency approves its funding later on.

Start date and duration

The duration of an activity or combination of activities is mandatory under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

For improvement activities, the start date of construction/implementation and the expected duration of the activity are required.  The duration should be updated during the development of the activity.

For programmed activities, e.g. maintenance and public transport services programmes, the start date will default to the start of the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied and the duration will default to 3 years.

Assessment

The activity owners are required to assess their activities or combinations of activities, using the Transport Agency’s Assessment Framework to provide evidence that the activity represents value for money Selecting the right things to do, implementing them in the right way, at the right time and for the right price. .

An improvement activity may be proposed for inclusion in an RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. without a measure of its economic efficiency (benefit cost ratio) or evidence to support its benefit cost ratio. In this case, the rating for economic efficiency will default to low, as set out in the Transport Agency's Assessment Framework.

The assessment is required as described within section 16 of the LTMA The Land Transport Management Act 2003, as amended from time to time. .

Supporting information

Supporting information is obligatory for maintenance programmes and minor improvement programmes, e.g. Activity Management Plan, and public transport services programmes e.g. Regional Passenger Transport Plan.

Supporting information is required as other relevant information under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

Supporting information should include a location map at the very least.

Cost and cashflow

Cost and cashflow information is mandatory under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

For all activities, cost and cash-flow information must be provided in the relevant Transport Investment Online fields.

Sources of funding

Supplementary funds Funding contributions that are additional to the contributions of the NZTA and standard approved organisation local share. They usually reflect third party benefits. need to be identified and shown in Transport Investment Online, including funds generated from tolls A toll payable under Part 2 of the LTMA. and third party funds, e.g. developer funds.

Proposed use of NLTF The fund established under section 10 of the LTMA funds other than those nationally distributed ‘(N) funds’ needs to be identified and shown in Transport Investment Online, e.g. ‘(R) funds’.

This requirement is a mix of mandatory and ‘any other relevant information’ under the LTMA The Land Transport Management Act 2003, as amended from time to time. .

Statistical information

Some statistical information is required for proposed maintenance and public transport programmes as shown by relevant fields in Transport Investment Online.
