Collate RLTPs and national programmes, assess and prioritise activities - overview

 

Introduction

The NZTA Investment Assessment Manager is responsible for the work-stream and NZTA work-group that collates submitted Regional Land Transport Plans Plans describe the tactics to give effect to a strategy. They are specific in content, action oriented and outputs focussed, resulting in a tangible set of activities to be delivered within a clear timeframe. (RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. ), and assesses and prioritises the activities nationally for inclusion in the National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities.   • Regional Councils will forward final RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. via Transport Investment Online by the date set by the NZTA
  • RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. will consist of an assessment of the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. and a list of activities, some of which will have been prioritised by the Regional Transport Committee (RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. )
  • the RTC A regional transport committee established under section 105 or clause 11 of schedule 7 of the LTMA. , with NZTA regional support, is responsible for ensuring that all activities in the RLTP A regional land transport plan, prepared under Part 2 of the LTMA, as from time to time amended or varied. are eligible for inclusion and the information is complete, so there should be no need for further checking
  • national programmes, to be delivered by the NZTA and the NZ Police The police of New Zealand within the meaning of the Police Act 1958. , also need to be submitted at the same time as the RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied.
  • information from Transport Investment Online will be extracted to spreadsheets as required to assist the collation, assessment and prioritisation
  • the RLTPS and national programmes will be collated by the assessment workgroup and the activities in them are to be assessed using the NZTA’s Assessment Framework
  • prioritisation of activities will be undertaken nationally, taking into consideration the prioritisation by RTCs and other organisations as well as accounting for regional and crown funding
  • based on the availability and sources of funding, thresholds for funding approval will be identified for appropriate activity classes, and
  • the exercise will also involve the establishment of programme funding levels for certain work categories within activity classes, e.g. minor improvements, and identification of groups for funding allocations.
