Identify potential groups of projects - overview

 

Introduction

A group of activities consists of a number of projects of the same type representing a logical block of work, e.g. a number of seal extension projects, a number of walking projects or a number of cycling projects.

The NZTA encourages approved organisations and the NZTA to group activities of the same type. This simplifies programming, funding approval and funding management. A group of activities will be funded as an annual block allocation at the approved total level of N funds The balance of funds in the National Land Transport Fund after accounting for R (regionally distributed) and C (crown) funds. Advantages of
a group

A group provides the following advantages to approved organisations and the NZTA:

  • gives confidence in funding for three years through the block allocation to the group by the NZTA
  • allows flexibility in management of expenditure on projects within the group.

 

Management

Projects within a group are subject to the same assessment  criteria, management and claims process as individual projects.  Future expenditure forecasts (submitted through the Transport Investment Online Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. Delegation

Approved Organisations may get delegated authority to move funds between activities within the group, or may have to get regional approval.

Regional approval is required to move funds between years, as this impacts NZTA cashflow.
