Negotiations with Approved Organisations and NZTA (State Highways) - overview

 

Introduction

The Government Policy Statement (GPS A Government Policy Statement on Land Transport Funding issued under section 86 of the LTMA ) on Land Transport Funding sets out the impacts and priorities the government expects from the investment from the National Land Transport Fund (NLTF The fund established under section 10 of the LTMA ). They are specific in content, action oriented and outputs focussed, resulting in a tangible set of activities to be delivered within a clear timeframe. To ensure the best alignment of local, regional and national land transport activities with GPS A Government Policy Statement on Land Transport Funding issued under section 86 of the LTMA impacts, and therefore the best investment outcomes, the NZTA (planning & investment) will enter into negotiations with Approved Organisations and the NZTA (state highways) on their programmes.

 

Aims of negotiations

The aims of the negotiations are to:

  • establish a common understanding of the outcomes the NZTA seeks in giving effect to the GPS A Government Policy Statement on Land Transport Funding issued under section 86 of the LTMA
  • establish a common understanding of local, regional and national issues, challenges and opportunities
  • engage in debate of proposed transport programme activities
  • discuss the improvement of alignment between local, regional and national priorities
  • inform input into the NZTA’s regional and national moderation
  • inform input into RLTPs Regional land transport plans, prepared under Part 2 of the LTMA, as from time to time amended or varied. and the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied , and
  • inform input into the final approvals for programme components recommended to the NZTA Board The NZ Transport Agency Board. when it adopts the NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .
