SuperGold card concession payments activity class - overview

 

Introduction

This section provides information regarding processes and procedures for SuperGold card concession payments available for public transport, funded from outside of the National Land Transport Fund (NLTF The fund established under section 10 of the LTMA ) and separate to the public transport activity class.

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for SuperGold card concessions.

 

Work categories

This activity class consists of the following work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements

  • Work category 522:  SuperGold trip payments

 

Examples of qualifying activities

Examples of qualifying activities are:

  • fully subsidised travel on off-peak public transport services by SuperGold card holders on off–peak services that are included within the scheme.

Note:

  • The standard rate of reimbursement is 65% of an average adult cash fare that is currently assigned for a specific service or route within a network.  Any variance to the 65% limit for a fare reimbursement must be approved by the NZTA on the basis of reasonable evidence of hardship.
  • Off-peak travel is defined as the periods operating:
    • between 9.00am and 3.00pm;
    • from 6.30pm (Monday to Friday)
    • all day on weekends and public holidays, or
    • unless otherwise agreed with the NZTA.
  • To be eligible for free public transport travel, users must be eligible for; and hold a SuperGold card issued by the Ministry of Social Development.  Further information regarding this can be found at the SuperGold website.

 

Exclusions
 

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
excludes:

  • public transport services that do not form part of a regional urban public transport plan, including all commercial inter-regional, inter-city and inter-island services
  • any services and routes that do not form part of an agreement between approved organisations and its operators, and the current memorandum of understanding signed between an approved organisation and the NZTA
  • Funding assistance for all peak services, and
  • SuperGold administration The components of activities that are reasonably provided in administering the delivery of land transport-related activities. costs.

 

Monthly claiming and reporting

As the SuperGold scheme is financially supported outside of the NLTF The fund established under section 10 of the LTMA , close monitoring is required of monthly SuperGold patronage and the expenditure.   To enable this, Approved Organisations must provide monthly patronage reports to support claims made via Transport Investment Online.

 

Variations

Introduction of new services, variations to existing services being varied, extended or terminated, or fare changes, may be accommodated subject to discussion with the relevant NZTA regional office.  Provided service variations meet the criteria for eligibility, a SuperGold claim variance form may be lodged.  This must be agreed to and signed by both parties before any variation to payment can be made.

 

Any errors made in relation to monthly claims should be notified to the relevant NZTA regional office as soon as the discrepancy is confirmed.

 

Any variations received outside of the current financial year will not be accepted.

 

Funding assistance rate

The funding assistance for this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
is determined as:

  • 65% of the average adult cash fare at a funding assistance rate of 100%.
