Work category 512: Passenger ferry services

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for contracted ferry public transport services that are directly part of the service-level provision agreed between the NZTA and Approved Organisations consistent with the Regional Public Transport Plan (RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. ) prepared in accordance with Part 5 of the Land Transport Management Act.

 

This definition applies to the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied .  For the 2015-18 NLTP please refer to the updated definition for work category 512.

 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • management of contracts and monitoring of services, including the registration of commercial services
  • contract payments, including the costs to support Public Transport Operating Model (PTOM) commercial services development
  • concession payments for a concession fare is determined through Section 9, procurement procedure A procurement procedure approved under section 25 of the LTMA. 4 of the NZTA’s Procurement The purchase of works, goods or services. Manual made to eligible groups of public transport users who have particular characteristics warranting special consideration
  • operational planning and changes to existing services, including:
    • frequency or service capacity variation(s) (within the limits set within the NZTA Procurement Manual)
    • vehicle comfort or accessibility or security systems (related specifically to on-vehicle operations only)
    • provision for people with disabilities or on-vehicle cycle and pram facilities
    • on-vehicle installation and operational costs associated with public transport technology, and
  • new services provided these are included in the adopted RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. or are trial services agreed to by the NZTA
  • the management costs and overheads associated with the activities funded under this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
    .

     

Other potential activities that are not in the above list should be discussed with the NZTA for eligibility.

Funding assistance rate

The usual funding assistance rate is:

  • 50% of the Approved Organisation’s expenditure for providing the services.
