There are considerable advantages for Approved Organisations and the NZTA (state highways) in developing packages in that they:

• encourage integration of infrastructure improvements, network management and operation of services to optimise the outcomes of strategies, often involving multiple organisations
• offer a potentially simpler and more effective way of presenting and justifying investment proposals and assist in the detailed development of funding plans
• assist in the NZTA’s assessment of costs and benefits being made from a whole-of-life and whole-of-network perspective rather than taking a simplistic project by project approach
