Introduction

If the problems and opportunities have not changed, this stage will reconfirm the existing the outcomes and measures.

 

If the problems and opportunities have changed, this stage requires approved organisations to identify the potential outcomes and benefits that could be achieved from addressing the problems. These outcomes and benefits provide a benchmark to test the effectiveness of interventions.

 

Method

The NZTA recommends the use of an outcomes and benefits workshop. The aim of the workshop(s) is to reach agreement on:

  • the outcomes and benefits to the government, the organisation and society from intervening
  • the outcomes expected from avoiding the consequence of not addressing the problem
  • meaningful and measurable Key Performance Indicators (KPIs) attributable to each benefit
  • how the benefit will be measured and reported (internal and using the NZTA monitoring framework)
