Work category 531: Public transport infrastructure, major renewals and minor improvements

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for the capital cost of all new or improved public transport facilities and infrastructure, inclusive of any minor improvements (i.e. improvements of up to $300,000 per activity), and the like for like replacement/renewal of public transport facilities and infrastructure of more than $5 million total cost per activity.

 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • rail stations, interchanges or terminals, shelters and ferry berthing facilities,
  • like for like replacement of public transport facilities and infrastructure with a total cost of more than $5 million per activity,
  • electronic ticketing and real-time system infrastructure,
  • signalling upgrades for the efficient operation of bus or ferry services,
  • park and ride infrastructure including cycle storage facilities,
  • pedestrian and cycle access to public transport services,
  • loan repayments and servicing costs where agreed by the Transport Agency,
  • minor improvements of up to $300,000 per activity.

Other potential activities that are not in the above list of examples should be discussed with the Transport Agency for eligibility.

 

Exclusions

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
excludes:

  • road facilities for use by public transport including construction (and operation and  maintenance) of bus lanes and separated busways - these are funded under the appropriate work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
    within road controlling authority programmes,
  • like for like replacement and renewal of public transport facilities and infrastructure of up to $5 million per activity.  These are provided for under Work category 514: Public transport facilities operations and maintenance,
  • the operation and maintenance of technology based systems.  These are provided for under Work category 524: Public transport information supply, operations and maintenance,
  • rail facilities related to tracks, traction equipment or signals required for the operation of passenger rail services,
  • rolling stock accommodated as improvements operationalised across the life of the infrastructure within Work category 515: Passenger rail services, and
  • facilities not owned by an Approved Organisation, unless there is an executed agreement on its public use and charges for use.

 

Funding assistance rate (FAR The usual contribution in percentage terms, that the NZTA augments funding of an approved organisation, for the delivery of an activity or combination of activities. )

Approved commitments in the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied that extend beyond 30 June 2015 will continue at their approved rates.

 

Applying for funding approval

Applications for funding approval should be made through:

 

End of year carryover

Transport Investment Online (TIO The NZTA's web-based funding allocation system. ) will automatically carryover the unspent allocation every year (excluding minor improvements).  Therefore it is vital that Approved Organisations and the Transport Agency (state highways) declare as surplus the unused allocation for completed projects by making a cost-scope adjustment via the Reviews module in TIO.
