Work category 515: Passenger rail services

 

Introduction

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
provides for contracted rail public transport services that are set out in the current Regional Public Transport Plan (RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. ) prepared in accordance with Part 5 of the Land Transport Management Act.

 

Examples of qualifying activities

Examples of qualifying activities include, but may not be limited to:

  • preparation and management of contracts and monitoring of services,
  • contracted rail services,
  • on vehicle provision for people with disabilities, cycles and prams,
  • on-vehicle installation and operational costs associated with public transport technology,
  • service variations provided these are consistent with the public transport units in the currently adopted RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. ,
  • new service improvements provided these are consistent with the public transport units in the currently adopted RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. ,
  • track access charges,
  • passenger rail rolling stock heavy maintenance,
  • loan (principal and interest) repayments where agreed by the Transport Agency, and
  • the management costs and overheads associated with activities funded under this work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

    * activity class 12 – local road improvements
    * activity class 13 – state highways improvements
    .

Other potential activities that are not in the above list of examples should be discussed with the Transport Agency for eligibility.

 

Exclusions

This work category A type of activity – not confined to a particular activity class, e.g. new roads (work category 323) appears in:

* activity class 12 – local road improvements
* activity class 13 – state highways improvements
excludes:

  • off-vehicle operational activities covered by Work category 514: Public transport facilities operation and maintenance,
  • costs associated with the development or operations of public transport technology, external to the vehicle itself,
  • SuperGold card concessions - these are funded outside of the National Land Transport Fund through a government appropriation, administered by the Transport Agency,
  • preparation of an RPTP A plan which specifies how the regional council intends to give effect to the public transport service components of the regional land transport plan that applies to the region. As of June 2013, the contents and management of the plan is defined by Part 5 of the Land Transport Management Act 2003. , which is funded through Work Category 003: Activity Management Planning.

 

Funding assistance rate

The usual funding assistance rate is:

  • the rail services FAR, which will reduce at 1% per year until the Approved Organisation's normal FAR The usual contribution in percentage terms, that the NZTA augments funding of an approved organisation, for the delivery of an activity or combination of activities. is reached, and will be superseded by the normal FAR from then on

Approved commitments in the 2012-15 NLTP A National Land Transport Programme Interrelated and complementary combination of activities that, when delivered in a coordinated manner, produce synergies – can span more than one work category and more than one activity class, e.g. a programme could include a road improvement and public transport improvement activities. adopted by the NZTA under section 19 of the LTMA, as from time to time amended or varied that extend beyond 30 June 2015 will continue at their approved rates.

 

Applying for funding approval

Applications for funding approval should be made through:

  • the Public transport existing services module in Transport Investment Online (TIO The NZTA's web-based funding allocation system. ), or
  • the Improvement activity module in TIO The NZTA's web-based funding allocation system. .
